typed_list passed unexpectedly

* Allow passing static shape to tensor creation helpers

* Also default dtype to "floatX" when using `tensor`

* Make tensor API similar to that of other variable constructors

* Name is now the only optional non-keyword argument for all constructors

It could return duplicated truncated inputs before the changes, as well as return wrong outputs based on the nodes input order

* Update stale labels
* Move documentation and bugfixes into separate section
* Remove redundant labels in catch-all maintenance section

This gives easier access to mypy error messages that
would otherwise be suppressed by settings from `setup.cfg`.

* Fix bug in AdvancedSubtensor infer_shape

The underlying utility `indexed_result_shape` was off by 1 in terms of when do the advanced index operations have to be brought to the front of the array.
