Postpone some code from Composite.__init__ to later in case we don't need them. Could speed up fusion optimization.

Postpone Composite name creating. It seem to spend a great deal of time there inside the local_fusion opt

Revert a change to try to fix travis on master. It is the only think I think could cause this. I still don't understand what is going on.

Fix the recommended compiler so that it matches the platform instructructions

fix gh-4786. I chekc all LocalOptGroup and in2out and out2in and those 2 optimizations are the only one I think need apply_all_opts=True.
