This fixes a crash when a key.pkl file is present in a compilation cache
directory, but no .dll (or .so)

BEHAVIOR FIX: flag of type bool WAS taking the value false for the empty string and true for everything else.

Now we only accept string False, false and 0 as false and True, true and 1 as true.
