upcasted constants into explicitly upcasted constants so that the MergeOptimizer
can work on them, and various other optimizers work later on in the optimization process.

Fixed assert in local_subtensor_make_vector. ShapeFeature's unpack now deals with numpy.integer as well.

 I added reduce / foldl/ foldr version of scan; reason : I can add scan into rbm tutorial and bypass writing the optimization about space .. though I have to write that as well at one point. Also reduce /foldl/ foldr are nice shortcuts to scan

gof/cc - fixed longstanding bug in OpWiseCLinker handling of no_recycling argument to CLinker when allow_gc=True

changed the default config value of mode to Mode. That don't change the default comportement, but allow by default to take into account the theano flags optimizer and linker.

fix HostFromGpu.grad and GpuFromHost.grad return type. Probably the only impact is to remove a warning.

make it an error to have include dir into blas.ldflags as we don't use them and this could hid other include.

Also make the check about the presence of dynamic lib more strong.
