Curand rng pep8

Might as well not toss new code into the trunk that doesn't respect
PEP8, nevermind fixing old code.

This leaves alone C code with lines longer than 80 characters.

A poster child for unit testing (or at least running pyflakes).

Curand fix

This lift one of the multiple problem that prevent the use of DebugMode.

Added the get_test_value function

Do not call gemm with 0 stride, some blas refuse.
