This can avoid some infinite rewrite loops where a SpecifyShape is lifted, removed and then reintroduced at the bottom by the MergeOptimizer

The RV always expects a vector input and `ndims_paramas` is always `[1]`.

Size is no longer ignored

The errors raised by the default when it fails are rather cryptic

* Fix bug in tag_solve_triangular rewrite

* Rename tag_solve_triangular to generic_solve_to_solve_triangular

Also excludes the following cases:
1. expand_dims via broadcasting
2. multi-dimensional integer indexing (could lead to duplicates which is inconsitent with the lifted RV graph)

We have static type shapes now

Don't introduce Second in AlegrabicCanonizer because of shape specialization (only for broadcasting)

Same behavior can be obtained with `optimizer_excluding`

The `local_careduce_rewrite` is now included in this database. Otherwise it would usually not be applied because it ran before the fusion rewrites
