seed_rng() should be called with no parameters as much as possible. If you want
stuff to be deterministic, define the THEANO_UNITTEST_SEED env. var

Nightly build should probably define THEANO_UNITTEST_SEED though

Changeset 1349 removed support for referencing module members by string.
This removes keyword arguments from the Method constructor to prevent building
Method with keywords, and having the make crash because they are not supported.
